On August 19, 2003, the new Chinese Ambassador to Eritrea presented his credentials to Isayas Afwerki, President of Eritrea.

Ambassador Huang transferred regards of President Hu Jintao and Premier Wen Jiabao to President Isayas. Isayas also asked Huang to deliver his regards to the Chinese leaders. He expressed satisfaction with the stable development of bilateral relations and appreciation of the support China offered in the reconstruction of Eritrea. He also hoped to strengthen cooperation between the two countries in all fields.

Ambassador Huang Yongan, who arrived in Asmara, capital of Eritrea on July 21, met Ali Said Abdella, Foreign Minister of Eritrea, and submitted the copies of the credentials on July 23.
